Issue

Test Condition: DUT is a IEC 60870-5-104 slave implementation without File Transfer support. The DUT implementation considers the supported mandatory critical ASDU (commands) to be responded with ACTCON and ACT_TERM as non-critical (in base protocol), as defined in IEC 60870-5-7:2013 chapter 5.
DUT sends “each segment as large as possible” as recommended in IEC 60870-5-7:2013 7.2.6.

Description: Due to the described test conditions, DUT cannot send segmented ASDU longer than the length of an IEC 60870-5 data link or APCI frame.

Proposal

Resolution: Mentioned test case should be Optional or Conditional to the PICS implementation
