Clause: 6.2.1.3

Paragraph: 4

Issue

in clause 6.2.1.3 it is mentioned that "Determine if rollover of the sqNum was imminent. If the received stNum value is zero
(0) then the values of lastRcvStNum and lastRcvSqNum shall be updated with the
received stNum and sqNum values respectively.

No further replay checks are needed"

IEC61850-8-1 mentioned stNum value zero shall be reserved and it's range is 1 to 4 294 967 295.

is it good to accept packet with stNum value 0? could you provide use case for stNum value as zero?
or there is typo mistake and it should be sqNum instead of stNum.

Proposal

NA

Discussion Created Status
The resequencing only occurs if the TAL has expired.

Should be ok to allow using sequence 0. However, if 62351-6 security is in place, at least authentication, then there is no issue.

Should we state that the machine assumes security?
