Replace c1 with o in s1f) and s1g)

Disagree. 62351-6 is stating for interoperability purposes, that TLS shall be supported as an option for E2E. Without this conditional, E2E implementation may not be able to interconnect if one implements TLS and the other does not.

This statement is not intended to impose that TLS is used in a deployed system. 		02 May 23 Accepted
