Issue

Unlike the public-key method, the S_US_NA_1 message from the controlling station in the symmetric-key method does not contain any certification data, but instead a MAC (Message Authentication Code), see the last column of table 18 in IEC TS 62351-5:2013. According to this table 18, the MAC code is calculated from the data in the S_US_NA_1 message.
The controlled station cannot compare the received data (for example such as the user role) with the certification data (in this case the MAC code) to determine the difference.
It can therefore not detect ERR = 10 for test case 7.2.3.2.8. If the self-calculated MAC code in the controlled station differs from the received MAC code, ERR = 9 is always issued.

Proposal

Apply test case 7.2.3.2.8 only for public-key methods.

Discussion Created Status
According to the resolution of Tissue #131 of IEC 62531-5:2013:
The Certification Data provided by the Authority is only the Digital Signature (for Asymmetric Key change method) or MAC (for Symmetric key change method).

The test case 7.2.3.2.8 shall be removed.

The Certification Data field in the S_US_NA_1 message (see IEC 60870-5-7:2013, Table 19) shall contains only the MAC calculated and provided by the authority (no other information are present in the Certification Data other than the MAC).

The other values provided by the authority in the Certification data shall be reported in the fields of this message.
This implies that the information provided by the authority in the Certification Data shall have the same format and same order listed in the S_US_NA_1 message.

Following the above indications the test case 7.2.3.2.8 shall be removed.

In my understanding the description in this tissue is correct.
With the certification data (either a signature or a MAC) you can only check if it is correct or not. This does not give you any information if another field is wrong or not.
