Issue

The use of ATD and Key validity/expiration time needs to be clarified.

Proposal

The attached document provides the proposed solution. Basically, the overlap is created when K1.ATD expires and K0.Key has not expired. Additionally, the proposal provides that the explanation (per GDOI rfc) that the K1.Key validity starts expiring only after the K1.ATD expires.
